Working fine.

Bob - are you using a VPN? I think due to some issues with bots and such they are limiting non-U.S. VPNs.

As David said, CT like many sites (including here!) has been having issues with scraping bots overwhelming site. So they've tightened up defenses.

Eric noted elsewhere that they had slightly lowered the protections. Apparently a lot of folks were having issues.
